七、防范措施<br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;　　1、组织职工深入学习吉电安环(1996)129号吉林省电力工业局关于下发《工作票实施细则》的通知，根据文件规定，结合实际制定二道江发电厂执行工作票的实施细则，，安监科组织各分场安全员定期检查“两票”严执行情况，发现问题及时纠正严肃查处。<br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;　　2、处理热机保护、热工控制总电源和电源时，班长及专工或分场主任必须到场，设监护人；总工或副总 &nbsp;<br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;同意批准，值长方可办理工作票(值长做好记录)。作业人员、班长、专工要详细核对图纸、技术资料。工作票中应填写完善正确的安全技术措施，确认工作顺序及操作步骤无误后方可进行故障处理工作。<br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;　　3、将串轴保护、低油压保护联跳主汽门、发电机开关回路分别设控制开关，热工人员处理故障时，可分别将串轴保护、低油压保护回路切除，防止保护误动。对改进的热工保护，及时绘制改进后的二次回路图纸，做到专责人熟悉回路并要进行一次全面实际培训，培训结束后进行考试。<br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;　　4、将汽机保护更换为本特立3300系统，制定运行维护的规程，制定热工保护投入切除的操作使用规定。<br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;　　5、结合《防止电力生产重大事故的二十项重点要求》制定防止汽轮机超速的技术措施，组织有关人员认真学习落实。<br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;　　6、严格检修工艺质量标准，在锅炉三管及主蒸汽给水等管道检修过程中，必须采取防止铁屑、焊渣进入汽水管道的可靠措施，确保各主汽门和调速汽门不受异物损伤，保持其良好的严密性。 &nbsp;<br/><br/>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;　　7、健全和完善生产指挥系统岗位规范，事故情况下坚持值长统一指挥的原则，杜绝随意性和盲目指挥。
